Instructions
Preheat oven to 325°F (165°C).In a large resealable bag or mixing bowl, combine the dry beefy onion soup mix, salt, paprika, and beef stew meat. Shake or toss to coat the beef well.Prepare the vegetables: Arrange the peeled and chopped potatoes, diced carrots, and onions in a 1.5-quart baking dish.Layer the beef: Add the beef mixture over the vegetables in the baking dish.Mix the sauce: In a small bowl, combine the cream of celery soup and ketchup.
