Preheat the oven to 350°F. Line a muffin pan with paper liners.In a mixing bowl, cream together the sugar and shortening until smooth. Add the egg and mix well.Stir in the flour, cocoa powder, baking soda, baking powder, and salt. Add the water and vanilla extract and mix just until combined.Fold in the chocolate chips.Using a large cookie scoop, divide the batter evenly among the prepared muffin cups, filling each about 2/3 full.Bake for 18–22 minutes, or until a toothpick inserted into the center comes out clean.Allow muffins to cool slightly before serving.
